The fourth issue of the journal «Scientific Research» is devoted to the international scientific and practical conference «Training of highly qualified scientific and scientific teaching staff: problems and prospects», which was held on October 9, 2025 at the Institute of Scientific Information for Social Sciences of the Russian Academy of Sciences (INION RAN). INION RAN became the first largest platform in the Russian Federation, bringing together doctoral students, postgraduates, adjuncts, residents, students, teachers, managers, and representatives of public organizations to discuss a wide range of topical issues and prospects for preserving and developing the scientific potential of modern Russia. The key issues discussed at the conference are: a significant decrease in the number of PhD and doctoral dissertations, the weakening of the continuity of scientific schools, the migration of young researchers to the commercial sector, the shortage of new generation scientific supervisors and scientific consultants capable of working in the context of the digital transformation of education. Main conclusions and suggestions: it is proposed to adjust the regulatory and organizational support (further improvement of the regulatory framework for the training of highly qualified scientific and scientific teaching staff, including in terms of accreditation procedures, certification, and evaluation of the quality of educational programs); optimize the most important resources for effective training of scientific personnel: financing (grants, scholarships, subsidies), infrastructure (scientific laboratories, libraries), information and digital technologies (analytical programs and scientific databases, digital laboratories, electronic educational platforms), scientific and methodological support (updating educational programs and the introduction of modern methodological approaches), human resources (increasing the role of the institute of mentoring, including the organization of a system of advanced training of scientific supervisors, adapted to the conditions of digital transformation of education). An important area of preserving and developing Russia's scientific potential is ensuring continuity between postgraduate and doctoral studies, interdepartmental cooperation and support for interdisciplinary and international research, and further developing a system to support and stimulate the active involvement of undergraduates, postgraduates, adjuncts, and residents of the university in research activities. The article provides an overview of the reports and discussion results of the conference participants on improving the system of training highly qualified scientific and scientific teaching staff.
