ACTUALIZATION OF THE PROBLEMS OF TRAINING HIGHLY QUALIFIED SCIENTIFIC PERSONNEL IN THE CONTEXT OF MODERN GEOPOLITICAL CHALLENGES

Abstract

The main problem considered in this article is the consideration of the management system for the training of highly qualified personnel in the Russian Federation in a rapidly changing socioeconomic and political environment. It is conditioned by the need to reflect the constantly emerging challenges and threats in the 21 st century, both previously known and completely new. Everything related to innovation management, the development of science and technology, one way or another, is determined by the level of available human resources and their qualitative characteristics. Improving the training of highly qualified specialists studying in modern scientific and educational institutions is an extremely urgent task in this regard, related to ensuring national security. The actualization of the training of scientific and scientific-pedagogical personnel in the new historical conditions is thus considered as part of a larger problem of public administration in the field of socio-economic, scientific and technical policy.
