Effective training of scientific and pedagogical staff in the Ministry of Internal Affairs of Russia can be provided with scientific leadership of scientists who have a degree “doctor of sciences”, the number of which is decreasing every year. The work of academic institutions, where there is no dissertation board, is generally ineffective. At the same time, the requirements of the Russian Ministry of Internal Affairs for dissertations carried out in educational and scientific organizations of the Russian Ministry of Internal Affairs, which are that the practical results of a qualification study must necessarily improve the effectiveness of the activities of the internal affairs bodies, be relevant, have a scientific novelty and practical importance for the Russian Ministry of Internal Affairs, not only limit the choice of applicants for research from the passport of the scientific specialty, but also complicate the protection of such dissertations in dissertation councils, operating with educational and scientific organizations not belonging to the Ministry of Internal Affairs of Russia. The creation of macro-regional scientific clusters of the Russian Ministry of Internal Affairs with a network form of implementation of programs for training scientific and pedagogical personnel, in our opinion, will make it possible to compensate for the decrease in the number of scientific and pedagogical personnel qualified “doctor of sciences”, to conduct interdisciplinary dissertation studies, to increase the efficiency of the activities of educational institutions of the Russian Ministry of Internal Affairs, in which there are no doctoral councils, and to comply with the requirements of the Ministry of Internal Affairs – to scientifically ensure the activities of internal affairs bodies of the Russian Federation.
