The article shows that the dynamics of bibliometric indicators related to the semantic core of the project «digitalization» has a number of features: the concentration of publication activity near decision-making centers; instability of trends caused by political events; the difference in structures in technically, economically and humanitarian-oriented semantic fields. A version of the explanation of the discovered features is formulated with the help of the tools of postnormal science. The analysis of the legal framework for the implementation of the «digital transformation» is carried out and attention is focused on the elabora-tion of regulatory documents insufficient for practical application. It is revealed that there is a predominance of the humanitarian approach in-stead of the engineering pragmatic approach in the implementation of the «digital transformation», without due attention to possible alternative conventions within the framework of the adopted strategy. The methods of assessing the «digital maturity», tested in the Russian Federation, as well as the principles of the formation of «road maps» are proposed.
