TIPPING POINT CONCEPT AND SOCIAL MANAGEMENT

Abstract

The special relevance of the study on the application of the turning point concept within the framework of the social management system lies in the current geopolitical context in which the international community is today. The study involves a rethinking of the existing theoretical description and methodological analysis of the most problematic situation of social forecasting. The current stage of the social structure of states and systems of public administration, as well as social management in general, requires “new old” approaches to prevent emerging situations that replace each other in a flurry. The apparent fragmentation of opinions and concepts of scientists and specialists comes down to the conclusion, that society should be considered and investigated as a single mechanism. In fact, today the mainstream is focused on the integration of the whole society, all its institutions in order to achieve not just Hype points, but a process of stable constant growth, or rather advanced development. Under these conditions, a competent approach to social forecasting will allow not only to predict opportunities and risks, but also to ensure the desired advanced development. The concept of a turning point is not a panacea, but an attribute of a new reality, when a group of caring people can create the future both an innovative breakthrough and an economic collapse, both a social take-off and a social revolution. Containing a wide range of activity and prognostic tools, the concept of a turning point in combination with the social management system can create a fundamentally new system of public administration, thereby ensuring stability and a high rating of the state at the world level, and also improve the quality of life of the population.
