The article deals with the issues of science management in a non-stationary economy, briefly analyzes the socio-economic environment of science development, gives recommendations for improving the mechanism of public administration, including budget planning of scientific and technological development. The management mechanism should be aimed at ensuring the activation of scientific, technical and innovative activities, its coherence at all stages of the full innovation cycle.
