The author considers the concepts of «pantechnological system», «syntagmatic revolution» and science of science as a syntagma presented in the works by Anatoly Rakitov. The concept of the pantechnological revolution correlates with the concepts of NBICS and the Fourth Industrial Revolution. The author argues that science of science as a syntagma should participate in the formation of scientific and technological policy. This syntagma is irreducible to bibliometric indicators and narrowly understood economics of science, but includes knowledge from the philosophy of science, the history of science, the psychology of scientific creativity and the sociology of science and technology.
