The rapid and risky spread of information and commu-nication technologies in all spheres of human activity initiates a number of philosophical, sociological, scientometric studies aimed at assessing the importance of ICT, near and long-term prospects and possible threats to humans and society. Modern digital technologies offer, on the one hand, to create a user-oriented technological environment, and, on the other hand, provoke the risk of a significant stratification of society according to the criterion of integration into this digital environment.
